The plans called for spent nuclear fuel (in this case, highly enriched uranium or HEU) from the Canada’s National Research Universal (NRU) and National Research Experimental (NRX) reactors at Chalk River Laboratories in Ontario, Canada, to be transported to DoE’s Savannah River Site (SRS) in South Carolina for long-term storage. The transfer was to be conducted under the Nuclear Material Removal Program, established in 1996 to bring U.S.-origin spent nuclear fuel and other weapons-grade nuclear material back to the United States for safe storage. The reactors at Chalk River, in operation from 1947 to 2018, were some of the most important research reactors in the world and produced 40% of the world’s supply of the critical medical radioisotope molybdenum-99, used in 40 million medical procedures annually. The 200 kilograms of HEU from Chalk River to SRS represented the largest transfer of material in the program’s history.
